STATEMENT BY THE PRESS SECRETARY

                 Cohen-Feinstein-Chafee Burma Amendment
                 to the Senate Foreign Operations Bill,
                           adopted on July 25

The Administration views the Cohen-Feinstein-Chaffee amendment on Burma as providing a useful tool to bring effective pressure on the Burmese regime, the State Law and Order Restoration Council, to achieve the goal of all Americans -- human rights and democracy in Burma. In addition to reaffirming a range of tough measures currently in place against the regime, the amendment's conditional approach to U.S. investment sanctions provides the flexibility needed to respond to unfolding events. We believe it represents a prudent effort to deter a further crackdown and bloodshed in Burma.

We look forward to continuing to work with the Congress on developing the bill as it moves forward, and to continuing our active consultations with our friends and allies to develop common and effective approaches toward promoting human rights and democratization in Burma.
