STATEMENT BY THE PRESS SECRETARY

I am pleased to announce that President Clinton has nominated Major General Carol A. Mutter, United States Marine Corps, for appointment to the grade of lieutenant general and assignment as Deputy Chief of Staff for Manpower and Reserve Affairs, Headquarters, United States Marine Corps. General Mutter will be the first woman to attain three star rank.

Major General Mutter will be responsible for all policy and planning for Marine Corps manpower, bringing her impressive leadership and extensive experience to managing the foundation of this elite armed force -- a disciplined, motivated, dedicated Marine. Her 28 years of commissioned service included four major command assignments and superbly prepares her for helping to shape our forces for the 21st century. She is currently serving as the Commander, Marine Corps Systems Command, and will succeed Lieutenant General George R. Christmas, USMC.
