                     STATEMENT OF THE VICE PRESIDENT
              ON THE SIZE OF THE FEDERAL CIVILIAN WORKFORCE

While the Republicans talk about reducing the size of the federal government, President Clinton has gotten it done. Americans said they wanted a smaller federal government and the Clinton Administration delivered. In 1992 under the previous Republican Administration, the size of the civilian federal government was at its second-highest level ever in the history of our country. Under the leadership of President Clinton, however, the size of the civilian federal workforce has been reduced by 215,000 positions -- the smallest government in 30 years. That's not talk. That's action.
