STATEMENT BY THE PRESS SECRETARY

on Miami Community Memorial Service

President Clinton announced that Madeline K. Albright, the United States Permanent Representative to the United Nations, will represent him at the Miami community's memorial service to honor the victims of the Feb. 24 attack on two U.S. civilian aircraft by the government of Cuba.

Ambassador Albright's untiring efforts on behalf of the United States produced Monday's strong condemnation by the United Nations Security Council of the Cuban government's blatant violation of international law. She will express directly to the people of Miami and the Cuban American community the President's deepest sympathies for the families of the victims and his firm resolve to protect the lives of American citizens.

Ambassador Albright will speak at the Orange Bowl memorial service, meet with the organizers of the memorial and with the families of the victims, and explain to the people of Miami the United States' response to the events of last Saturday.

The memorial service will take place at 5:30 p.m., March 2 at the Orange Bowl.
