STATEMENT BY CHIEF OF STAFF LEON PANETTA

The President is pleased that the House is taking up a continuing resolution that keeps the Federal government open through March 15. We have reached agreement on a bill that the President can sign if it comes to his desk.

The President still believes, however, that governing by continuing resolution is the wrong way for Congress to exercise its fiscal responsibilities. The fiscal year is now nearly four months old. The President hopes that the Congress will now work with the Administration so that we can reach agreement not only on the remaining 1996 appropriations bills but also on a balanced budget.
