PRESIDENT CLINTON NAMES MEMBERS TO THE PRESIDENT'S FOREIGN INTELLIGENCE ADVISORY BOARD
The President today announced his intent to appoint James Hamilton of the District of Columbia. The President also announced the re-appointment of Anthony S. Harrington of the District of Columbia, and Robert J. Hermann of Hartford, Connecticut, to the President's Foreign Intelligence Advisory Board.
James Hamilton is a member of the law firm Swidler and Berlin. He was formerly Assistant Chief Counsel to the Senate Select Committee on Presidential Campaign Activities from 1973 to 1974. Mr. Hamilton previously served as chairman of the Legal Ethics Committee of the District of Columbia Bar and the D.C. Bar's New Rules of Professional Conduct Education Committee.
Mr. Hamilton was born on December 4, 1938, in Chester, South Carolina. He earned a bachelor of arts degree from Davidson College, an LL.B. from Yale Law School, and an LL.M. from the University of London. Mr. Hamilton was also the recipient of a Ford Foundation Travel and Study Grant and chaired the committee that received the District of Columbia Bar 1991 Frederick B. Abramson President's Award. He is also the author of a leading book on congressional investigations entitled, "The Power to Probe: A Study of Congressional Investigations."
Mr. S. Harrington is a partner in the law firm of Hogan and Hartson. He is a former general counsel to the Democratic National Committee, a founding director of the Center for Democracy, a former assistant to the governor of North Carolina, and a former assistant dean of the Duke University Law School.
Attorney Harrington was born on March 9, 1941, in Taylorsville, North Carolina. He received his undergraduate degree as a Morehead Scholar from the University of North Carolina at Chapel Hill, and his J.D. from Duke University. He is a current member of the Commission on the Roles and Capabilities of the U.S. Intelligence Community.
Robert J. Hermann is the senior vice president for Science and Technology of the United Technologies Corporation. He is a former Deputy Assistant Secretary of Defense for Communications, Command, Control and Intelligence, a former special assistant for intelligence to the Under Secretary of Defense for Research and Engineering, and a former senior official at the National Security Agency.
Dr. Hermann was born on April 6, 1933, in Sheldahl, Iowa. He received his B.S., M.S., and Ph.D degrees in electrical engineering from Iowa State University. He is also a member of the Commission on the Roles and Capabilities of the U.S. Intelligence Community.
The President's Foreign Intelligence Advisory Board is responsible for assessing the quality, quantity, and adequacy of intelligence collection, analysis, and estimates. In addition, the Board addresses counterintelligence and other intelligence activities. Attorney Harrington and Dr. Herman were originally appointed to the PFIAB in 1993.
