SUBJECT: Agency Operations in the Absence of Appropriations

The Continuing Resolution (CR) expired at midnight last night, Monday, Nov. 13, 1995. We have no indication yet that Congress will act today and pass an acceptable CR. Therefore, you should now implement your plan for closing down operations funded by accounts that have not received appropriations.

You should implement the close-down of affected operations promptly and in an orderly manner.

We will keep you closely advised of further developments.
