STATEMENT BY THE PRESS SECRETARY

       Dedication of the Memorial Cairn to the 270 Victims of the 
                 Terrorist Bombing of Pan Am Flight 103

President Clinton will attend the dedication of a Memorial Cairn commemorating the victims of the terrorist bombing of Pan American Airlines Flight 103. The cairn is presented to the People of the United States by the People of Scotland. The memorial will be officially presented by The Right Honorable Sir Hector Monro, Member of Britain's Parliament, on Friday, November 3, 1995, at Arlington Cemetery at 2:00 p.m.

On December 21, 1988, a bomb aboard Pan Am Flight 103 exploded when the airplane was over Lockerbie, Scotland. All 259 people aboard and 11 people on the ground were killed. The dedication of the memorial honors the innocent victims of this deplorable terrorist act.

The cairn consists of 270 stones from the Lockerbie area. It rests on a granite base on which all the victims' names are inscribed.

People from 21 nations were killed in this savage act. Ambassadors from these nations, and friends and family members of all the victims, are expected to attend the memorial dedication.
