                PRESIDENT CLINTON NAMES FRANK MOORE TO THE 
                 UNITED SERVICE ORGANIZATIONS, INC. (USO) 

     President Clinton today announced his intent to appoint Francis B.

(Frank) Moore of Washington, D.C. to the United Service Organizations, Inc. (USO) Board of Governors.

Frank Moore is currently vice president for Government Affairs of Waste Management Incorporated located in Washington, D.C. He is responsible for the development, implementation and direction of state and federal government legislative and regulatory affairs. Mr. Moore was Assistant to the President of the United States from 1977 to 1981 where he was responsible for the Administration's legislative interface with Congress, the Office of Management and Budget, the domestic policy staff, Cabinet offices and various agencies.

Mr. Moore was born July 27, 1935 in Gainsville, Georgia. He earned a B.A. from the University of Georgia, and attended the Harvard Business School's Advanced Management Program.

The USO is a voluntary civilian organization created to serve a variety of needs of members of the armed forces and their families and to contribute to the maintenance of military morale. The USO Board of Governors is responsible for overseeing the staff?s management of the affairs of the organization and its property.
