Statement by the Press Secretary

        on Signing of HR 1976 'Agricultural Rural Development, 
            FDA and Related Appropriations Act for FY 1996'

The President last night signed into law H.R. 1976, the Agricultural Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act for Fiscal Year 1996.

By signing the bill, the President makes it possible for the Department of Agriculture to send full-year payments of nearly 1.8 billion promptly for the Conservation Reserve Program. This is a program that compensates farmers for protecting environmentally sensitive cropland.
