      STATEMENT BY THE WHITE HOUSE PRESS SECRETARY ON METRO-NORTH
                               MEDIATION

The President announced today that he has established, effective July 31, 1995, Presidential Emergency Board No. 227, to investigate and make recommendations for settlement of certain current disputes between Metro-North Commuter Railroad and certain of its employees represented by eleven labor organizations representing seventeen bargaining units.

The President, by Executive Order, established the Emergency Board at the request of Metro-North and one labor organization.

The President appointed Robert O'Brien of Milton, MA to be Chairperson of the Board, and Barbara Z. Tener of Bordertown, NJ, and George Roukis of Hemstead, NY, as Members.

The Emergency Board will report its findings and recommendations for settlement to the President in sixty days.
