         THE PRESIDENT NAMES FRANK HERRERA AND MARY JO WAITS 
         MEMBERS OF THE COMMUNITY ADJUSTMENT AND INVESTMENT
                     PROGRAM ADVISORY COMMITTEE

President Clinton today named Frank Herrera and Mary Jo Waits members of the Community Adjustment and Investment Program Advisory Committee for the North American Development Bank.

Mr. Herrera is President and Chief Executive Officer of the law offices of Frank Herrera in San Antonio and the Rio Grande Valley. He is also a former Chairman of the Board of the Mexican American Legal Defense and Educational Fund (MALDEF), and continues to serve as a board member. He is a board member of the San Antonio Hispanic Chamber of Commerce and chairs the St. Mary's University School of Law's National Hispanic Initiative Scholarship Project. Mr. Herrera received both his B.A. and J.D. from St. Mary's University in San Antonio.

Ms. Waits has been Assistant Director of the Morrison Institute for Public Policy at Arizona State University since 1990. At the Morrison Institute, she oversees environmental and economic development issues. She previously served as Assistant Director of the Arizona Governor's Office of Policy Development and Planning from 1983 through 1987. In addition, Ms. Waits has written extensively on economic development topics, including the readiness of Arizona's economy for free trade with Mexico. Ms. Waits received her M.P.A. from the University of Southern California and her B.A. from Drew University.

As members of the Community Adjustment and Investment Program Advisory Committee, Mr. Herrera and Ms. Waits will provide advice to the President regarding the implementation of the Community Adjustment and Investment Program that was established as a part of the North American Free Trade Agreement (NAFTA). Such guidance will include guidelines to be established for loans and loan guarantees, needs for adjustment assistance, and investment in support of the goals and objectives of the NAFTA.
