                 PRESIDENT NAMES JAMES BILBRAY MEMBER,
            UNITED STATES MILITARY ACADEMY BOARD OF VISITORS

The President today announced his appointment of James H. Bilbray of Nevada to be a Member of the United States Military Academy Board of Visitors.

Mr. Bilbray served four terms representing the first District of Nevada in the United States House of Representatives beginning with his election in 1986, serving from the 100th to the 103rd Congress. Previously, he was Deputy District Attorney of Clark County, NV from 1964 - 1968 and was elected to the Nevada State Senate in 1980. Mr. Bilbray was also an Army Reservist with the Nevada National Guard from 1955 - 1963, and served a two year term as a member of the U.S. Air Force Academy Board of Visitors.

Mr. Bilbray earned a B.A. from American University in 1962, and a J.D. from the Washington College of Law at American University in 1964.

The Board of Visitors to the U.S. Military Academy on behalf of the President reviews the morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, academic methods, and other methods relating to the Academy which the Board decides to consider.
