                    PRESIDENT NAMES ANTHONY WILLIAMS 
        FEDERAL REPRESENTATIVE TO THE RURAL TELEPHONE BANK BOARD

President Clinton today announced his intention to appoint Anthony Williams of Connecticut as a U.S. Department of Agriculture Federal Representative to the Rural Telephone Bank Board.

Mr. Williams presently serves as Chief Financial Officer at the U.S. Department of Agriculture where he is responsible for managing the financial planning and operations of the Department's $62.3 billion budget. Prior to his appointment, Mr. Williams served as Deputy Comptroller for the State of Connecticut.

The Rural Telephone Bank Board was established in 1971 and is the principal source of financing for rural telephone utilities. To date, the Rural Telephone Bank has made $3 billion in loans to 613 telephone companies to help build rural America's telecommunications infrastructure.
