      PRESIDENT CLINTON NAMES LELAND D. TILLMAN AS UNITED STATES 
        COMMISSIONER AND CHAIR OF THE CANADIAN RIVER COMMISSION

     The President today announced his intention to appoint Leland D.

Tillman of New Mexico as Chairman and United States Commissioner of the Canadian River Commission.

Mr. Tillman is the Executive Director of the Eastern Plains Council of Governments (EPCOG), which serves a seven-county area in Northeastern New Mexico. EPCOG supports the planning and implementation of regional economic development, housing and water-related programs and projects which support local and regional goals in the area. EPCOG is headquartered in Clovis, but serves an 18,000 square mile region which includes Union, Harding, Quay, Guadalupe, DeBaca, Roosevelt and Curry Counties.

A Quay County native, he also serves on the New Mexico Water Dialog, Inc. Board of Directors, is a member of the Water Plan Work Group of the New Mexico Interstate Stream Commission, and serves on the Water Resources Research Institute's Advisory Committee.

The Canadian River flows through the states of Oklahoma, Texas and New Mexico. As the United States Commissioner and Chair, Mr. Tillman will work with the other state representatives to the Commission to protect the waters of the Canadian River and to resolve potential controversies along with providing for the construction of additional works for the River's conservation.
