              PRESIDENT NAMES HECTOR VILLA III AS THE U.S. 
              REPRESENTATIVE TO THE PECOS RIVER COMMISSION

The President today announced his intention to appoint Hector Villa III of Texas as the U.S. Representative to the Pecos River Commission.

Mr. Villa currently serves as Regional Manager of the Texas Natural Resources Conservation Commission, Chairman of the West Texas State Agencies Roundtable, Member of the Mayor's Environmental Roundtable in El Paso, Texas, and a Member of the Environmental Issues Committee of the Rio Grande Council of Governments. Mr. Villa has also served as a Field Investigator and Office Manager for the Texas Water Commission, Sanitarian for the Texas Department of Health, Microbiologist for the Texas Department of Health, Member of the Border Waste Management Society and Board Member of the El Paso City Parks and Recreation Department.

The Pecos River Commission provides for the equitable division and apportionment of the use of the waters of the Pecos River between the States of New Mexico and Texas.
