     PRESIDENT NAMES PEGGY MONTANO CHAIR AND FEDERAL REPRESENTATIVE
                 OF THE SABINE RIVER COMPACT COMMISSION

The President today announced his intent to appoint Peggy Montano of Colorado as Chair and Federal Representative to the Sabine River Compact Commission.

Ms. Montano is an attorney at the Denver law firm of Parcel, Mauro, Hultin, and Spaanstra where she specializes in natural resources law. Ms. Montano's law practice includes work in the areas of litigation, natural resources, real estate, municipal corporations, and business law. She has an extensive background working with rules and regulations concerning natural resources and land use. Previously, Ms. Montano was the First Assistant to the Colorado Attorney General from 1986 to 1989; Executive Director of the Colorado Lawyers Committee; and Staff Attorney for the Legal Aid Society of Metropolitan Denver.

In addition to her professional experience, Ms. Montano has served in a number of organizations including the Denver Planning Commission, the Colorado State Parks Board, and Colorado Reapportionment Commission (Commissioner). She has also served as an Advisory Board Member to the University of Colorado's Natural Resource Center. Ms. Montano received a B.A. in Political Science from the Colorado Women's College and a J.D. from the University of Colorado.

In her capacity as Chair and Federal Representative, Ms. Montano will work with representatives from the states of Texas and Louisiana to provide for an equitable apportionment of benefits of the waters of the Sabine River and its tributes.
