               PRESIDENT NAMES KARL STAUBER AS A FEDERAL 
           REPRESENTATIVE TO THE RURAL TELEPHONE BANK BOARD

The President today announced his intent to appoint Karl Stauber as the U.S. Department of Agriculture Federal Representative to the Rural Telephone Bank Board.

Mr. Stauber presently serves as the Acting Deputy Under Secretary for Research, Education and Economics at the U.S. Department of Agriculture, where he assists the Department in setting policy related to agriculture, nutrition and rural development. Mr. Stauber is the former Vice President of Northwest Area Foundation based in St. Paul, Minnesota, which plans and initiates grants related to agricultural diversification, revitalization, capital and finance issues for economic and sustainable development. Mr. Stauber received his Ph.D. from Union Institute and his B.A. from the University of North Carolina.

The Rural Telephone Bank Board was established in 1971 and is the principal source of financing for rural telephone utilities. To date, the Rural Telephone Bank has made $3 billion in loans to 613 telephone companies to help build rural America's telecommunications infrastructure.
