BLACKER APPOINTED TO NATIONAL SECURITY COUNCIL

National Security Adviser Anthony Lake today announced the appointment of Dr. Coit D. Blacker to the National Security Council as Special Assistant to the President and Senior Director for Russian, Ukrainian and Eurasian Affairs, effective February 15, 1995. Dr. Blacker succeeds Nicholas Burns, who has been named State Department Spokesman and Principal Deputy Assistant Secretary of State for Public Affairs.

Dr. Blacker is currently Deputy Director and Senior Fellow of the Institute for International Studies at Stanford University, where he also co- directs the undergraduate Program in International Relations and the graduate Program in International Policy Studies. A graduate of Occidental College and the Fletcher School of Law and Diplomacy at Tufts University, Dr. Blacker is the author or editor of numerous books and monographs on Soviet and post-Soviet foreign and military policies.
