PRESIDENT CLINTON NAMES ROBERT TALCOTT FRANCIS II TO NATIONAL TRANSPORTATION SAFETY BOARD The President has recess appointed Robert Talcott Francis, II
as a Member of the National Transportation Safety Board. Mr. Francis, a Senior Representative for the Federal Aviation Administration in Western Europe and North Africa, has over 17 years experience in aviation including significant work on accident investigations. Mr. Francis is a commercial pilot with instrument and twin engine ratings.
In his capacity as a member of the National Transportation Safety Board, Mr. Francis will be responsible for promoting transportation safety by conducting independent accident investigations and by formulating safety improvement recommendations.
