For Immediate Release November 21, 1994

STATEMENT BY THE PRESS SECRETARY

National Security Adviser Anthony Lake met for an hour today with Jennifer Harbury to discuss the disappearance of her Guatemalan husband, Efrain Bamaca. Also present at the meeting were the Vice President's National Security Adviser, Leon Fuerth, Assistant Secretary of State for Human Rights and Humanitarian Affairs, John Shattuck, and Special Assistant to the President for Inter-American Affairs, Richard Feinberg. Mr. Lake reiterated U.S. concerns and efforts regarding the case and the human rights situation in Guatemala. He indicated that we have received information, which we cannot verify, that Bamaca was seen alive in July, 1992. However, we do not know whether he is alive today.

The Administration officials noted that the UN Verification Mission (MINUGUA) was now helping to investigate the case and that the United States will be providing technical assistance to MINUGUA. They also stressed the importance of the peace process for improving the overall human rights situation in Guatemala.
