        PRESIDENT CLINTON ANNOUNCES HIS INTENTION TO NOMINATE 
           ATKINS AND  LUKINS TO FEDERAL RETIREMENT THRIFT 
                           INVESTMENT BOARD

President Clinton today announced his intention to nominate James "Bum" Atkins of Arkansas as Chair and Member and Scott Lukins of Washington as a Member of the Federal Retirement Thrift Investment Board.

Mr. Atkins currently serves in the senate seat on the board. Mr. Atkins is the managing director of Marsh and McLennan, Inc., and president of Marsh and McLennan of Arkansas, Inc.

Mr. Lukins is a partner in the law firm of Lukins and Annis, where he specializes in tax law. He is also a corporate director of Washington Trust Bank and a fellow of the American College of Trusts and Estates Counsel. Mr. Lukins previously served as President of the Washington State University Board of Regents.

The board is responsible for managing the Thrift Savings Fund. The Thrift Savings Fund is a special tax-deferred savings fund established by the Federal Employees' Retirement System Act of 1986. Program administration for the Thrift Savings Fund is financed from the fund.
