STATEMENT BY THE PRESS SECRETARY

The White House announced today that the President will host a ceremony on the morning of Friday, March 18, at which the proposed Constitution of the Bicommunal Federation between the Bosnian Government and the Bosnian Croats will be signed by President Alija Izetbegovic of the Republic of Bosnia-Herzegovina and Bosnia Croat representative Kresimir Zubak.

In addition, President Franjo Tudjman of the Republic of Croatia and President Izetbegovic will initial the Principles of Confederation between their two republics.

The foreign ministers of the European Troika nations, international conference on the Former Yugoslavia co- chairs Lord David Owen and Thorvald Stoltenberg and representatives of other European Union States, NATO allies, nations in the region, and nations which are contributing troops to UNPROFOR have been invited to attend the signing ceremony.

The President praised the courageous actions of the leaders of Bosnia-Herzegovina, Croatia and the Bosnian Croats and expressed his hope that these agreements will lay the groundwork for an end to the tragic violence in the former Yugoslavia and the establishment of peace throughout the region.
