PRESIDENT NAMES RISK ASSESSMENT COMMISSION MEMBERS

President Clinton today announced his intention to appoint Peter Y. Chiu and Alan Craig Kessler to the Risk Assessment and Management Commission, which was established by the Clean Air Act of 1990 to investigate the policy implications and appropriate circumstances for using risk assessment and risk management techniques in regulatory programs dealing with potential health effects of exposure to hazardous substances.

Peter Y. Chiu is a family physician practicing in Milpitas, California. Prior to entering family practice in the early 1980s, Chiu worked in the field of environmental health and health administration, as principal environmental engineer for the Association of Bay Area Governments, and in various positions with the Bay Area Sewage Services Agency, the Berkeley Solid Waste Management Commission, and the city of Oakland. Chiu is also the President of the Lotus Fund, which seeks to develop political leadership within Asian and Pacific American communities and an assistant clinical professor at the Stanford University School of Medicine. Chiu holds a B.S. in civil engineering, M.P.H. in occupational health, and Dr.P.H. in environmental health from the University of California, Berkeley, and an M.D. from Stanford University.

Alan Craig Kessler is a partner in the law firm of Buchanan Ingersoll, specializing in class action, antitrust, and securities and commercial litigation. He is also Township Commissioner for Lower Merion, Pennsylvania, and an instructor at the Institute for Paralegal Training in Philadelphia. He is also a public speaker who makes a wide variety of appearances to discuss municipal, governmental and political issues, antitrust issues, and community and civic issues. A graduate of the University of Delaware and the University of Maryland School of Law, Kessler is married and has three children.

GLEIMAN TO CHAIR POSTAL RATE COMMISSION

President Clinton announced today that he intends to nominate Edward J. Gleiman to be a commissioner of the Postal Rate Commission, and to designate his as the commission's chair pending his confirmation by the Senate.

Gleiman has served since 1987 as staff director and counsel of the Senate Governmental Affairs Committee's Subcommittee on Federal Services, Post Office and Civil Service. He previously served for nine years as counsel to the House Subcommittee on Government Information, Justice and Agriculture. Gleiman has also served in positions at the Department of Health and Human Services and the Baltimore County Health Department, and was a research assistant at Sinai Hospital in Baltimore.

Gleiman holds a B.S. in biology from Loyola College, pursued graduate studies in biochemistry at Johns Hopkins University, and received a J.D. from the University of Baltimore School of Law.
