      PRESIDENT CLINTON NAMES TWO ASSISTANT ADMINISTRATORS 
           AT THE AGENCY FOR INTERNATIONAL DEVELOPMENT

WASHINGTON, D.C. - President Clinton today announced his intention to nominate Thomas A. Dine as assistant administrator for Europe and the Newly Independent States and Jill B. Buckley as assistant administrator for legislation and public affairs at the Agency for International Development.

"Thomas Dine and Jill Buckley are each experienced in their fields and I am confident they will work hard to pursue AID's important goals," the President said.

Dine has served as executive director of the American Israel Public Affairs Committee since 1980. A senior fellow at the Brookings Institute in 1979, Dine also served as director of the National Security Staff of the U.S. Senate Budget Committee from 1975 - 78. Dine served as a senior analyst with the U.S. Senate Special Committee on National Emergencies and Delegated Powers from 1973 - 74. A former Peace Corps volunteer, Dine served in the Philippines from 1962 - 64. Dine earned a BA from Colgate University (1962) and a MA from the University of California/Los Angeles and is pursuing a MA from John Hopkins University. He has served on the Council on Foreign Relations since 1974.

Jill Buckley has served as president of her own public affairs consulting firm since January 1993, when she reestablished Jill Buckley & Associates, a firm she also ran from 1983 - 88. From 1988 - 92, Buckley served as a partner with The FMR Group, a Washington, D.C. public affairs firm. Buckley also served as a partner with the consulting firm Rothstein/Buckley, Inc. from 1973 - 82. Before entering politics, Buckley served as an English teacher in Tempe, Arizona (1963 - 64 ) and in Spokane, Washington (1962 - 63). Buckley earned a BA from the University of Oregon in 1962 and has completed graduate coursework at the University of Denver and Georgetown University.
