On MCI Mail type VIEW WHITE HOUSE ECONOMIC at the Command prompt for a scan of the postings. At the View Command prompt type READ followed by a space and the number of the appropriate posting.

As indicated on the lower portion of the menu, you can read an item (by typing a number), download a file, e-mail a file, etc. In the top level menu, there are two items which take them through the process of sending e-mail to the whitehouse (they are presented with instructions to include a postal return address, etc )
