PRESIDENT NAMES 34 APPOINTEES AT 13 DEPARTMENTS AND AGENCIES

The President today announced the appointment of 34 Senior Executive Service officials at 13 Departments and Agencies. The appointments do not require Senate confirmation and are effective immediately.

                     BIOGRAPHICAL SKETCHES OF APPOINTEES

       Dick McCall has spent many years on Capitol Hill working for

Senators Gale McGee, Hubert Humphrey and Paul Sarbanes and for the Senate Foreign Relations Committee. During the Carter Administration, he served as Assistant Secretary of State for International Organizational Affairs. Before moving to AID, he was working as a senior policy advisor to the Deputy Secretary of State.

Will Martin, a native of Tennessee, is the founder of the Harwell, Martin Law Firm. In 1990, he served as the Director of Polar Programs for the Wilderness Society, and in 1991 he was the environmental representative on the U.S. delegation to the Antarctic Treaty meetings. He is also the former President of the Tennessee Environmental Action Fund.

Keith Gaby currently works as a Special Assistant to the Secretary of Defense for White House Liaison. Prior to working on the Clinton/Gore campaign last year, he worked for the Environmental Assessment Branch of EPA's Region III Office.

Jonathan Spalter, a former journalist, was most recently the Maryland Press Secretary for the Clinton/Gore Campaign. Prior to that, he covered national security and military issues for The Monitor Channel and The MacNeil/Lehrer NewsHour, and he worked for the New York Times.

Tim Connelly, an officer in the US Army Special Forces, volunteered to serve in Desert Shield/Desert Storm. He also worked in a variety of capacities for the Clinton/Gore campaign and for the Presidential Inaugural Committee. Connelly ran for U.S. Congress from Kentucky's 6th District in 1986.

Carol DiBattiste currently serves as the director of the Justice Department's Office of Legal Education, where she trains US Attorneys and their assistants. She retired from the Air Force in 1991 after 20 years of service as a Major.

Sandy Stuart is Congressman Vic Fazio's Chief of Staff. Prior to joining Fazio's staff in 1987, she served on the staffs of the House Budget and Appropriations Committees. She also worked as Chief Legislative Assistant for Congressman Bob Matsui from 1979-1981.

Todd Weiler served four years of active duty with the Army as an Army Aviation Officer and Attack Helicopter Pilot-in-Command. He is a decorated combat veteran who flew AH-1 Cobra attack helicopters in Operations Desert Shield/Storm. Weiler also worked on the Clinton campaign. He is currently serving as the White House Liaison at the Department of Defense.

Wade Sanders was a decorated Naval officer in Vietnam and has served in the Naval Reserves since 1970. He has practiced law with a number of firms and is currently a partner at Zybleman, Paluso, Alter, Graham & Sceper in San Diego.

Dr. Kruzel, a graduate of the U.S. Air Force Academy with a Ph.D. from Harvard, taught political science at Duke University and was director of the Duke-North Carolina International Security Seminar for four years. He is currently an Associate Professor of Policy Science at the University of Ohio. Dr. Kruzel has also served with the Joint Chiefs of Staff, as a member of the SALT negotiating team, and as Defense Advisor and Legislative Assistant to Senator Edward Kennedy. He is widely published on arms control and security issues is Europe.

Howard Moses is currently the Special Assistant to the Director of the National Training and Technical Assistance Institute, a division of the U.S. Equal Opportunity Employment Commission. Prior to joining the EEOC, Moses worked in the Office of Special Education and Rehabilitative Services at the Department of Education. He previously worked for Representative Jim Slattery and Governor John Carlin (KS).

Raymond Pierce began his legal career as a civil rights attorney with the John W. Walker Law Firm in Little Rock. He later joined the LTV Corporation, where he currently serves as Supervisor of Government and Community Affairs. His involvement in civil rights and education includes the pro-bono legal representation of the NAACP in the Cleveland Public Schools desegregation case.

Tom Wolanin currently serves as the Staff Director of the Subcommittee on Postsecondary Education of the House Education and Labor Committee. He was responsible for oversight and management of the reauthorization of the Higher Education Act in 1980, 1986 and 1992. Prior to his work on Capitol Hill, Wolanin served as Executive Assistant to the President of New York University and as a lecturer at the University of Southern California.

Dan Reicher was a member of President Clinton's Energy Transition Team and currently serves as a Special Assistant to the Secretary of Energy. Prior to that, Reicher was an attorney at the Natural Resources Defense Council. There he directed a program focused on DOE environmental and nuclear programs.

Ms. Rumsey currently serves as an in-house lobbyist for the Xerox Corporation, where she has worked for the past 18 years.

Patrick Dorinson served as California State Director of the Gore for President campaign in 1988. He also worked as a media consultant to the Shorenstein Company and as Public Relations Director for Chronicle Videotex, Inc. from 1984 to 1986. He served as Western States Finance Director for the Clinton campaign and for the D.N.C. during the 1992 presidential campaign.

Emily Hewitt has been a partner at Hill & Barlow, a leading Boston law firm, since 1985 and has chaired its Real Estate Department since 1987. She has served as counsel to public and quasi-public agencies including the Massachusetts Turnpike Authority and the Massachusetts Thrift Institutions Fund for Economic Development. She is also an ordained Episcopal Minister.

Since 1987, Kenneth Kimbrough has served as General Manager of Real Estate for the Illinois Bell Telephone Company. In this capacity, he is responsible for the management of 550 Illinois Bell facilities and the supervision of 600 employees. From 1984 to 1987, he managed three large international joint venture construction projects undertaken by International Paper in Israel, Taiwan and Korea. Prior to that, he served as President of the International Paper Realty Corporation.

Anna Durand is a lawyer with Meyer, Hendricks, Victor, Osborn and Maledon in Phoenix, AZ where she is corporate counsel to the Arizona Physicians IPA. Previously, she was a Law Clerk for Supreme Court Justice Harry Blackman.

Ms. Rosewater is a Senior Associate at the Chaplin Hall Center for Children at the University of Chicago and is a consultant in Atlanta on children and family policy. Prior to that, she was the Staff Director of the House Select Committee on Children, Youth and Families and a Senior Legislative Assistant to Representative George Miller.

Bob Baum is currently with the Washington D.C. law firm of Arent, Fox, Kintner, Plotkin & Kahn where he specializes in Environmental, Energy, Health and Intellectual Property law. Baum also worked on the Clinton campaign as Co-Chair of the Environmental Issues Task Force.

Ann Shields has worked at the Justice Department for 14 years and has been a section chief for the past 9 years. She was recently awarded the prestigious Rosenberg award by the DC bar for her "ability to inspire excellence in colleagues." She was previously the director of the Washington office of the State of Wisconsin.

Samuel Dubbin has been a partner at Steel, Hector & Davis since 1982. He has represented clients in the fields of transportation, education, banking and finance, print and broadcast media, constitutional law, utilities, trade secrets, wrongful death and workers compensation. Mr. Dubbin previously clerked for Judge James L. King of the U.S. District Court for the District of Florida.

George Havens has worked for the Florida State's Attorney's Office for the 11th Judicial Circuit for the past 13 years. Most recently, he served as chief investigator for that office, where he was responsible for conducting narcotics, fraud, theft, conspiracy, environmental, public integrity and corruption investigations. Prior to joining the State's Attorney's office, Havens worked as a police officer in the Dade County Police Department where he achieved the rank of Lieutenant-Commander.

Shay Bilchik has worked for the Florida State's Attorney's Office for the 11th Judicial Circuit for the past 15 years. He most recently served as Chief Assistant Attorney for Administration, responsible for the administration of 238 lawyers in the Dade County office.

Robert Brink has served as the Deputy General Counsel to the House Judiciary Committee since 1989. Prior to that, he spent 11 years as Counsel to the House Committee on Government Operations.

Barbara Larkin is currently the Legislative Director for Senator Diane Feinstein. From 1987-1992, she was Chief Counsel and Legislative Assistant to Senator Terry Sanford and a professional staff member of the Senate Foreign Relations Committee. Prior to that, she was a law partner with Sanford, Adams, McCullough & Beard.

Valerie Mims most recently worked in the Office of Presidential Personnel at the White House. From 1989-1993, she was Legislative Assistant to Congressman Stephen Solarz. She also worked for Carl Levin. Ms. Mims was a Peace Corps volunteer in Zaire from 1982-1985.

Ted McConnell has practiced law for fourteen years at the firm of Kirkpatrick & Lockhart in Pittsburgh. A graduate of Dartmouth College and Georgetown Law School, he served in the Navy for two years.

Fe Morales Marks currently serves as Superintendent of the Office of Banking and Financial Institutions for the District of Columbia. In this capacity, she is the primary regulator of state chartered financial institutions. Before assuming her current position, she practiced law at Krooth & Altman, a firm specializing in housing and urban development matters.

Mozelle Thompson currently serves as the Chief Legal Officer of the New York State Housing Finance Agency and the New York State Medical Care Facilities Finance Agency. Previously, Mr. Thompson was an Associate with Skadden, Arps, Slate, Meagher & Flom.

David Lipton is currently conducting research on the economic and political consequences of the transformation in Poland and Russia on a Research Fellowship at the Woodrow Wilson Center. He is a former Vice President of Jeffrey D. Sachs and Associates and he served as a senior economic advisor to the governments of Russia, Poland and Slovenia. From 1981-1989 he was a Senior Economist in the Asian Department of the International Monetary Fund.

Irving Williamson is currently the Manager of Trade Policy for the Port Authority of New York and New Jersey, a position he has held since 1985. Mr. Williamson previously served as a foreign service officer from 1967-1985. He was Assistant General Counsel in the Office of the U.S.T.R. from 1980-1983.

Jennifer Hillman most recently worked as Legislative Director and Counsel to Senator Terry Sanford. Prior to joining Sanford's staff, she worked as an attorney for Patton, Boggs & Blow in Washington, focusing on international trade matters.
