PRESIDENT NAMES WIDNALL AIR FORCE SECRETARY

The President announced his intention today to nominate Sheila E. Widnall, Associate Provost of M.I.T. and Vice Chair of the Carnegie Corporation Board, to be the Secretary of the Air Force. Widnall will be the first woman service secretary.

"I am very proud to be making this announcement," said the President. "Sheila Widnall is a woman of high achievement -- a respected scientist, a skilled administrator, and a dedicated citizen. I am confident that she will do an outstanding job of guiding the Air Force through this period of post-Cold War change."

Widnall is Associate Provost at the Massachusetts Insitute of Technology, where she is also the Abby Rockefeller Mauze Professor of Aeronautics and Astronautics. She also serves as Vice Chair of the Board of the Carnegie Corporation, and a member of the Carnegie Commission on Science, Technology, and Government. From 1980-82, she served as Chair of the Air Force Academy's Board of Visitors, and she has served on several Air Force advisory boards. Among the many panels and boards on which she has served, she is a trustee of the Aeorpospace Corporation, Draper Laboratories, Lincoln Laboratories, and the Boston Museum of Science. She was the Director of University Research for the U.S. Department of Transportation from 1974-75.

         PRESIDENT NAMES AMBASSADORS TO AUSTRALIA, LAOS;
       ASSISTANT SECRETARY FOR INTELLIGENCE AND RESEARCH;
                    SPECIAL ENVOY FOR SOMALIA

(Washington, DC) The President announced his intention today to nominate career Foreign Service officers Edward Perkins and Victor Tomseth to be Ambassador to Australia and Ambassador to Laos, respectively, and Toby Gati to be Assistant Secretary for Intelligence and Research. In addition, the President has accorded the personal rank of Ambassador to Robert Gosende, in his capacity as Special Envoy for Somalia.

Edward Perkins, a Career Minister in the Foreign Service, served as the U.S. Permament Representative to the United Nations from May 1992 - February 1993, after having served as Director General of the Foreign Service and Director of State Department Personnel. From 1986-89, he was Ambassador to South Africa, and he has also served at senior posts in Liberia and Ghana and at the Department of State. He holds a B.A. from the University of MAryland and a Masters and Doctorate in Public Administration from the University of Southern California.

Victor Tomseth, the Diplomat in Residence at the North Caolina Consortium for Internaitonal/Intercutural Education, has been Deputy Chief of Mission at the U.S. Embassies in Thailand and Sri Lanka, and has held senior positions in the State Department Buerau of Newar East and South Asisan Affairs. During a Foreign Service career that began in 1966, he has also held positions in Iran, Thailand, and Nepal. He also served as a Peace Corps volunteer in Napal from 1964-65. Tomseth holds a B.A. from from the University of Oregon and an M.A. from the University of Michigan.

Toby Gati is Senior Vice President for Policy Studies at the United Nations Association of the United States of America, where she has worked since 1979. In addition, she is a consultant to BDM International, Inc. on Russian affairs, and to the Ford Foundation for a joint profect on Soviet and American polieis on Southern Africa. She has also served as a consultant to ABC News for several special programs on the former Soviet Union. She holds a B.A. from Pennsylvania State University and masters degrees in Slavic Language and Literature and in International Affairs from Columbia University.

Robert Gosende has been the U.S. Special Envoy for Somalia since earlier this year. He was previously the Diplomat in Residence at Georgetown University's School of Foreign Service. From 1967-92, he served in the United Stated Information Agency, holding such positions as Director of the Office of African Affairs and Assciting Associate Director of the Bureau of Educational and Cultural Affairs, as well as at several positions in South Africa, Poland, Somalia, and Libya. Before joining USIA, he was a teacher, both in the United States an at a school in Uganda. Gosende holds both a B.A. and an M.A. from the American International College in Springfield, MA.

3 DEFENSE DEPARTMENT OFFICIALS NAMED

(Washington, DC) President Clinton announced his approval of three senior executive service appointments at the Department of Defense today, naming V. Larry Lynn to Deputy Under Secretary for Advanced Technology; Major General Frank Horton to be the Principal Deputy Assistant Secretary for Command, Control, Communications, and Intelligence; and Mari-Luci Jaramillo to be the Deputy Secretary for Inter-American Affairs.

Larry Lynn is currently Vice President and Chief Operating Officer of the Atlantic Aerospace Electronics Corporation, which he helped to found in 1985. In addition, he serves on the Defense Science Board and the Army Science Board. From 1981-85, he was Deputy Director of the Defense Advanced Research Projects Agency (DARPA), and from 1979-81 served at the Pentagon as Director of Defensive Systems in the Office of the Undersecretary of Defense for Research and Engineering. Prior to that, he was a member of the staff at M.I.T.'s Lincoln Laboratory. He is a veteran of the U.S. Navy.

Major General Frank B. "Barry" Horton III (USAF) is currently the Director of Intelligence at the U.S. Strategic Command. A graduate of the U.S. Military Academy, Horton has served in a wide range of command and intelligence positions for more than 30 years. Before his current assignment he served as Deputy Chief of Staff for Intelligence at the Strategic Air Command, Deputy Director for Foreign Intelligence at the Defense Intelligence Agency, and Chairman of the National Intelligence Council. In addition to his degree from West Point, he holds an M.A. and Ph.D. in Political Science from Harvard University, and studied at the National War College, the Air War College, and the Joint Flag Officer Warfighting Course.

Mari-Luci Jaramillo is the Assistant Vice President for Field Services, headquartered in the Bay Area office of Educational Testing Services. Prior to joining ETS in 1987, she served as the Vice President for Student Affairs at the University of New Mexico, where she had also been Associate Dean of the College of Education, Chair of the Elementary Education Department, and a special assistant to the University President. From 1977-81, she was United States Ambassador to Honduras. She has worked as a speaker and consultant in many countries of Latin America, Spain, and Germany.

PRESIDENT NOMINATES U.S. ATTORNEY FOR ARIZONA

(Washington, DC) President Clinton announced today that he has nominated Janet Napolitano to be the U.S. Attorney for the District of Arizona.

Napolitano is a Partner in the Phoenix firm of Lewis and Roca. She previously served as a clerk to Judge Mary Schroeder of the 9th Circuit Court of Appeals. In addition, Napolitano is the First Vice Chair of the Arizona Democratic Party, and was formerly a member of the Democratic National Committee. She serves on the Board of Regents of Santa Clara University, her alma mater, is a member of the Charter 100, and was formerly secretary of the Arizona State Board of Technical Registration.

Napolitano, 35, holds a B.S. from the University of Santa Clara, where she was the first woman valedictorian, and a J.D. from the University of Virginia.
