PRESIDENT NAMES EDUCATION AND ENERGY OFFICIALS

(Washington, DC) President Clinton announced his intention to nominate two senior officials at the Department of Energy today and one at the Department of Education. At Energy, William Taylor will be Assistant Secretary for Congressional and Legislative Affairs and Tara O'Toole will be Assistant Secretary for Environment, Safety and Health. Judith Winston will be the General Counsel at the Department of Education.

"I am very pleased that William Taylor, Tara O'Toole, and Judith Winston will be taking positions in my Administration," said the President. "All three of these people have distinguished themselves through public service throughout their careers."

William Taylor, formerly top aide to late Congressman Mickey Leland, is an attorney with the Houston law firm of Hutcheson & Grundy. He served as Leland's Administrative Assistant and Legal Counsel from 1985-89. He previously had served on the staffs of Houston Councilman Rodney Ellis, Harris County Attorney Mike Driscoll, Texas Lieutenant Governor William Hobby, and the Texas Education Agency. Taylor has been active in a variety of civic activities, currently serving as a Regent of East Texas State University, Vice President of the Houston Housing Finance Corporation, President of the Texas Black Leadership Congress, and on the boards of numerous organizations. He holds a B.A. from Howard University and a J.D. from the University of Texas Law School.

Tara O'Toole is a senior analyst in the Congressional Office of Technology Assessment's Oceans and Environment Program and an Instructor in Internal Medicine and Preventative Medicine at the University of Maryland School of Medicine. She was previously a practicing physician, serving as a General Internist at two Baltimore community health centers and an attending physician at Johns Hopkins Hospital. Prior to that, she was a Research Assistant at the Sloan Kettering Institute. O'Toole is a graduate of Vasser College, George Washington University School of Medicine, and The Johns Hopkins University School of Hygiene and Public Health.

Judith Winston, an attorney with long experience in government service and public interest law, is an Assistant Professor of Law at American University's Washington College of Law. Prior to joining the faculty there, she served as Deputy Director for Public Policy of the Women's Legal Defense Fund, and Deputy Director of the Lawyers' Committee for Civil Rights Under Law. From 1977-86 she held a variety of government positions in the Department of Health, Education, and Welfare, Equal EmploymentOpportunity Corporation, and the Department of Education, where she was Assistant General Counsel from 1980-86. Winston is a graduate of Georgetown University Law Center.
