EXPERIENCE, EFFECTIVENESS MARK 'REVOLUTION' TEAM FOR GOV'T REVIEW
Includes Key Player in Texas Success, Career Civil Servants
WASHINGTON -- Experience and effectiveness in reorganizing and improving government mark the team named today (3/26) by Vice President Al Gore to help him conduct the National Performance Review, a government-wide review aimed at making government more responsive, effective, and efficient.
"We are assembling a team that shares our strong commitment to making government more responsive to the people it serves and to the people it employs, and to making government more effective and more efficient," said Vice President Gore, who has been asked by President Clinton to direct this effort.
As part of the 'Revolution in Government' President Clinton has ordered, Vice President Gore is organizing a National Performance Review that will look at every agency and expenditure in the federal government to find not only waste but also to find better, more efficient and more effective ways to make government work.
PHIL LADER, President Clinton's nominee for Deputy Director for Management at the Office of Management and Budget is working with Gore on the National Performance Review. ELAINE KAMARCK, joins the Vice President's staff to direct his work on the project.
Gore announced today that ROBERT STONE, a career Defense Department civil servant with more than two decades of experience and a proven record of success in rejuvenating military management will be the Project Director.
BILLY HAMILTON, the Texas Deputy Comptroller of Public Accounts who, with State Comptroller John Sharp, directed the groundbreaking Texas state audits that saved billions of dollars for Texas taxpayers, will be Deputy Project Director for Agencies.
ROBERT KNISELY, a career civil servant with more than 20 years of experience at ten different federal agencies, and with experience in the private sector, is recognized nationally for his work applying innovative ideas to government. Knisely will be Deputy Project Director for Agencies.
JOHN KAMENSKY, a General Accounting Office employee since 1977 who specializes in management issues and has studied the experience of other countries in similar efforts, will be Deputy Project Director for Issues.
In addition, Gore said a number of well-known experts in the field will be consulted by the National Performance Review team. These experts include:
DAVID OSBORNE, the author (with Ted Gaebler) of the bestselling book, Reinventing Government, is America's foremost student of innovative government.
AL FROM, as President of the Democratic Leadership Council, continues to keep the DLC and its Progressive Policy Institute at the forefront of the search for new and innovative policy ideas.
JOHN SHARP, the Texas State Comptroller since 1990 and a former member of the Texas Railroad Commission and both houses of the Texas legislature, led the Texas Performance Reviews, groundbreaking statewide reviews that identified $8.5 billion in savings for Texas taxpayers.
FRANK RAINES is Vice Chairman of the Federal National Mortgage Association who has served as Associate Director for Economics and Government at the Office of Management and Budget from 1977 to 1979 and on several federal and state public policy advisory groups.
